Housing Delivery Test (HDT) estimated results

Housing Delivery Test results could be a bombshell, if my calculations are in the right ball-park. They may be back-of-the-envelope figures, but they show >150 local planning authorities may have a HDT 2024 result of <75%. 

Poor HDT results render housing policies ‘out-of-date’ triggering the ‘tilted balance’ as per NPPF para 11, which could release a lot of land, boosting housebuilding. With a Government desperate for growth, it’s surprising MHCLG are taking so long to publish the HDT 2024 results. Or maybe they will surprise us all and publish both the 2024 and 2025 HDT results at the same time….. 

While we wait, I’ve published my back-of-the-envelope calculations of HDT 2024 results fully expecting they will differ from MHCLG’s results. The only question is, will they be roughly right, or is MHCLG baulking at the impact of the changes they made to the methodology in December 2024 and planning to alter the HDT methodology yet again?
